Some schools fold everything into one “comprehensive tuition.” Others split tuition and a named program fee so the tuition line looks smaller. Tuck’s 2026–27 budget lists a program fee of $6,150 (first year) and $5,440 (second year) next to $87,536 tuition. The footnote says the fee covers course materials, transcripts, student activities, information technology, infrastructure, and an administrative fee, with some items billed separately in the payment portal.
Program fee is a required MBA charge billed in addition to tuition for services the school treats as part of the program: orientation, career services, technology, transcripts, sometimes materials. If required for enrollment, it belongs in the tuition-and-fees piece of cost of attendance (Tuck COA 2026–27; 20 U.S.C. § 1087ll).
How is a program fee billed?

Wharton lists a general fee ($4,268) and a clinical fee ($770) beside $87,970 tuition for 2026–27. Those are university-level required fees, not rent. Booth publishes an administrative service fee for orientation and LEAD in year one. Buffalo lists a professional-development career-services fee each semester on top of SUNY MBA tuition.
Optional charges (a particular trek, a club due, extra transcripts beyond the allotment) are not program fees even if the career office encourages them. Required is the test: would you be allowed to enroll without paying it?
How does a program fee differ from tuition and from living expenses?
Tuition is the instructional rate, flat or per credit. A program fee is an add-on that often does not scale with credits. Living expenses are allowances or landlord invoices, not this line.
On a per-credit part-time MBA, a flat program or activity fee makes a two-course term more expensive per credit than a three-course term. On GI Bill, “mandatory fees” are eligible; optional fees are not. Classification on the bill can change what VA pays.
Example: tuition $9,000 for six credits, program fee $1,200, parking $400 optional. Required billed charges $10,200. A scholarship that covers “tuition only” may miss the $1,200. Read the award, not the homepage.
Common errors
- Comparing tuition stickers across schools that bury career services in a program fee versus schools that include them in tuition.
- Assuming Yellow Ribbon and Chapter 33 cover every fee the MBA office mentions.
- Treating a one-time orientation fee as an annual cost, or the reverse.
FAQ
Is a program fee refundable if I withdraw?
Follow the same refund calendar as tuition, unless the catalog carves it out as nonrefundable. Orientation fees are often kept after the event runs.
Does a merit scholarship cover the program fee?
Only if the letter says tuition and fees, or a dollar amount large enough to spill past tuition. “Tuition scholarship” can leave the fee on the bill.
Are health insurance charges a program fee?
Usually a separate required or waivable charge. If the school requires its plan, it belongs in COA. It is still not tuition.
